These terms describe how you may use KupunaHub, what you can expect from us, and what we cannot do. By using the site, you agree to these terms. Please read them.

About This Service

KupunaHub (aka Resource Finder) is a public website operated by the Hawaii State Department of Health, Executive Office on Aging. It helps Hawaii residents, particularly older adults and their caregivers, find Medicare, insurance, and program information from the State, the federal government, and trusted partner organizations.

The site presents resources from two long-running Hawaii programs:

  • SMP Hawaii (Senior Medicare Patrol): Medicare fraud, billing concerns, scam prevention, identity theft.
  • Hawaii SHIP (State Health Insurance Assistance Program): Medicare coverage, enrollment, Medicaid, Medigap, prescription drug plans, low-income subsidy, and related insurance assistance.

KupunaHub also provides resources from other state, federal, and partner organizations where they may help. This service is free to use and does not require you to create an account.

Information, Not Advice

KupunaHub is an information service. We do not provide:

  • Medical advice. Information about programs, treatments, or conditions on this site is not a substitute for advice from a licensed medical professional. Always consult your doctor before making decisions about your health or treatment.
  • Legal advice. Information about your rights, eligibility, scam response, or how to dispute a billing issue is general guidance, not legal counsel. For your specific situation, consult an attorney.
  • Financial advice. Information about insurance, prescription costs, or programs is general guidance, not financial planning. For your specific circumstances, consult a qualified financial advisor.
  • Insurance products. We do not sell, broker, or recommend specific insurance plans. SHIP counselors provide unbiased information; they are not authorized to enroll you in any plan.

About the AI Matching System

This site uses RaneWorks AI (the AI matching service operated by our technology partner, RaneWorks) to help match your description to relevant resources. The AI is a tool, not an authority. It can:

  • Make mistakes or miss a better match.
  • Offer a resource that does not fit your specific situation.
  • Fail to find a relevant match for unusual or compound questions.

If the suggestions do not fit your situation, you can always ask for a counselor to follow up. A real person can help in ways AI cannot. See our Privacy Policy for details on what the AI does and does not see.

The Counselor Callback Service

If you request a Counselor Callback Service follow-up at the end of your search, the request is forwarded to the appropriate SMP Hawaii or Hawaii SHIP counselor. These counselors are part of state-run programs administered by the Executive Office on Aging. Their services are free of charge.

Counselors will use the contact information you provide to reach out, typically within a few business days. We cannot guarantee response times. If you have not heard back within a reasonable period, please contact us using the information at the bottom of this page.

The Counselor Callback Service is provided as a benefit of the program. It is not a contractual obligation.

KupunaHub, the State of Hawaii, and the counselors themselves are not liable for any decision you make based on counselor guidance.

Resource Accuracy

We've collected the resources provided on this site with reasonable care, but please note:

  • We do not guarantee the accuracy, completeness, or currency of any third-party information.
  • Programs and benefits change. A program described here may have different eligibility, fees, or terms by the time you contact it.
  • Always verify important details directly with the program before making decisions.

KupunaHub contains links to third-party websites. When you click an external link, you will see a confirmation notice that you are leaving KupunaHub. We are not responsible for the content, accuracy, privacy practices, or terms of those external sites. The presence of a link does not imply endorsement.

Your Responsibilities

By using the site, you agree to:

  • Provide truthful information when filling out forms. Knowingly false information may delay or prevent help.
  • Use the site for its intended purpose to find information and resources related to aging, Medicare, fraud prevention education, and related topics in Hawaii.
  • Not attempt to disrupt, attack, or misuse the site, including submitting harmful code, attempting unauthorized access, or sending excessive automated traffic.
  • Not impersonate another person or submit a callback request on someone else's behalf without their knowledge.
  • Not use the Counselor Callback Service to spam, harass, or waste the time of staff.

We reserve the right to block access from any source that violates these terms.

Intellectual Property

  • The KupunaHub name, logo, design, and structure are the property of the Hawaii State Department of Health, Executive Office on Aging, and its design partner RaneWorks, LLC.
  • Original content authored by EOA, RaneWorks, or the State of Hawaii is provided for public information. You may reference and share it; please attribute it to its source.
  • Content from third-party programs (SMP Hawaii, Hawaii SHIP, federal agencies, partner organizations) belongs to those organizations and is reproduced or linked here with permission or under fair-use principles for public benefit.

Service Availability

We do our best to keep the site running and the information current, but:

  • The site is provided "as is" and "as available."
  • We do not guarantee uninterrupted operation. Maintenance, technical issues, third-party outages, or unforeseen events may make the site temporarily unavailable.
  • We do not guarantee specific response times for counselor callback requests.

Limitation of Liability

To the fullest extent permitted by Hawaii law:

  • The State of Hawaii, the Department of Health, the Executive Office on Aging, RaneWorks LLC, and our service providers are not liable for any direct, indirect, incidental, consequential, or special damages resulting from your use of the site.
  • This includes damages from incorrect or outdated information, decisions made based on resources provided through the site, delays in counselor response, or temporary unavailability of the service.
  • Nothing in these terms limits any rights you have under applicable law that cannot be limited or waived.

Federal Funding Statement

KupunaHub is supported by the U.S. Administration for Community Living, Department of Health and Human Services, with 100% federal funding. The contents of this site do not necessarily represent the views of ACL, HHS, or the U.S. Government.

We may update these terms from time to time. When we do, we will update the "Last updated" date at the bottom of this page and post a notice on the home page for at least 30 days. Continued use of the site after a change constitutes acceptance of the updated terms.

Governing Law

These terms are governed by the laws of the State of Hawaii. Any dispute arising out of or relating to your use of the site is subject to the exclusive jurisdiction of the courts of the State of Hawaii.
